The difference is stark. 🤦 Nigeria’s institutions are so weak that President Tinubu had to assemble ministers, service chiefs, the IGP, and top officials just to form the US–Nigeria Working Group. In the US, institutions are strong enough that this same engagement is handled by routine civil-service structures. They simply activate existing desks: Africa Security Desk (DoD) West Africa Bureau (State Department) Intelligence liaison units Civilian harm-mitigation teams USAID humanitarian desks For them, it’s normal bureaucratic work 🤷 not a make-or-break national effort. But in Nigeria, it looks like an extraordinary emergency. We don’t even have a proper institutional name for it, so we call it a “working group.”😭😭
