COAS General Shaibu Announces Comprehensive Reforms in Training, Operations and Welfare of Nigerian Army The Chief of Army Staff (COAS), Lt.-Gen. Waidi Shaibu, has announced far-reaching reforms in the training, operations, administration and welfare of the Nigerian Army, aimed at repositioning the force to effectively address Nigeria’s evolving and complex security challenges. The COAS made this known on Thursday at the closing ceremony of the Chief of Army Staff Annual Conference 2025, held in Abuja, and attended by senior military leadership, including Principal Staff Officers from Defence and Army Headquarters, Corps and Theatre Commanders, General Officers Commanding, Brigade Commanders and heads of Army establishments. Lt.-Gen. Shaibu said the conference provided a strategic platform to critically assess the Army’s operational and administrative performance in 2025 and to consolidate plans for the year ahead. He noted that extensive deliberations revealed the urgent need for immediate and sustained reforms to further transform the Nigerian Army into a more professional, adaptable, combat-ready and resilient force capable of operating effectively in joint and multi-agency environments. According to him, Army Headquarters, through the Department of Training, will commence a holistic review of curriculum across all Nigerian Army schools, with strong emphasis on realistic, mission-specific and outcome-driven training. He stressed that enhanced focus would be placed on the training and employment of Special Forces and Army Aviation to achieve decisive operational effects. The COAS further noted that intelligence briefings and operational updates presented at the conference underscored the increasing complexity of Nigeria’s security environment. He therefore emphasised the need to strengthen capabilities in intelligence, surveillance, target acquisition and reconnaissance, as well as cyber operations, while promoting continuous learning, adaptation and innovation in line with global shifts in the character of warfare. Beyond operational reforms, Lt.-Gen. Shaibu reaffirmed that troop welfare remains a core pillar of his command philosophy. He ordered the speedy completion of all ongoing residential accommodation projects in Nigerian Army barracks nationwide to address persistent housing shortfalls among personnel. He disclosed that all completed housing units would be promptly allocated, while new residential projects would be initiated across divisions and barracks nationwide. As an interim measure, the COAS said the Nigerian Army would undertake extensive renovation works across existing barracks to improve living conditions, acknowledging that despite progress made so far, significant accommodation gaps still exist and require deliberate and sustained intervention. The COAS also reiterated the Army’s commitment to post-service housing for soldiers and officers, stressing the importance of ensuring dignity, stability and welfare after retirement. In this regard, he announced that he would be in Ibadan, Oyo State, for the commissioning of the Affordable Home Ownership Option (AHOO) project for soldiers, as well as the Post-Service Housing Development Limited shopping complex. Lt.-Gen. Shaibu expressed appreciation to President Bola Ahmed Tinubu, GCFR, Commander-in-Chief of the Armed Forces, for sustained political support to the Nigerian Army, particularly in the procurement of critical military hardware and software. He also commended conference participants for their robust, candid and unprecedented contributions, which he said would significantly shape policies and actions in the coming year. The COAS reaffirmed his resolve to confront operational, training and welfare challenges head-on, assuring that under his leadership, the Nigerian Army will continue to evolve into a more effective, professional and people-centred force dedicated to the defence of Nigeria and the protection of its citizens.
