On December 4th, during President Macron's state visit to China, CNNC was invited to attend the 7th Meeting of the China-France Business Council. We delivered a speech as a representative of Chinese entrepreneurs at the sub-session themed "China-France Win-Win Cooperation: A New Paradigm for Green and Low-Carbon Development Cooperation". The nuclear energy cooperation agreements signed by CNNC with Framatome and Électricité de France (@EDFofficiel ) were included in the achievements list of President Macron's visit to China. As a governing unit of the China-France Business Council, CNNC also serves as the Chinese chair of the Low-Carbon Energy Working Group. China and France have continuously deepened cooperation in the nuclear energy sector. Last year, we signed a comprehensive cooperation agreement with EDF.

The president made the remarks on Thursday night while addressing governors elected on the platform of the All Progressives Congress (APC) at the party’s caucus meeting held at the State House, Abuja. Tinubu said he recently held extensive discussions with leaders from the United States and Europe, during which he expressed confidence in Nigeria’s ability to pass legislation establishing state police as a critical step toward improving national security. “I told them confidently that we will pass state police to improve security. They asked if I was sure, and I said yes, because I have a party I can depend on,” the president said, adding that failure was not an option. He also reaffirmed his administration’s resolve to fully implement the Supreme Court ruling granting financial and administrative autonomy to local governments. Tinubu stressed that autonomy must go beyond legal declarations and translate into practical governance at the grassroots. “To me, local government autonomy must be effective. There is no autonomy without a funded mandate,” he said, urging governors and party leaders to ensure compliance with the ruling. The president argued that empowering local councils financially and institutionally would strengthen service delivery, deepen democracy, and reduce pressure on state and federal authorities. Tinubu maintained that both reforms—state policing and local government autonomy—are essential to addressing Nigeria’s security and development challenges sustainably.
